New Foreign Policy Vision Points to The Continent's Fundamental Problem: An Alleged Lack of Racism?

Throughout his initial presidency, analysts frequently advised that Donald Trump's statements should be interpreted earnestly instead of literally. However, subsequent events indicate that that formula may have reversed the logic.

A recently unveiled U.S. National Security Strategy alongside a series of statements from U.S. figures, presidential allies, and the former president have sparked what could be one of the most profound crises for Atlanticism, the security framework that has underpinned peace and democracy in Europe since 1945.

From Financial Contributions to Cultural Anxiety

While Trump's earlier complaint centered on Europe's alleged failure to pay for its own security, his vision has now embraced a significantly more disturbing outlook.

Tinged with racism and a deep-seated contempt for Europe's political institutions and officials, he has spoken about the risk of civilizational erosion on a continent he barely knows and mostly seen from the interior of a luxury vehicle.

"A lengthy discussion devoid of clear ideological coherence is nevertheless full of something else: the muddled anxiety of an older man facing a changing world."

This paranoid Maga perspective, which has shaped harsh U.S. immigration and law enforcement approaches, now appears to be informing Washington's understanding of Europe.

The Racist Core

According to this logic, immigration from the global south leads to a cultural dilution of European countries, rendering them "feeble" under "foolish" leadership and paving the way for their demise. It constitutes an openly xenophobic ideology, with Trump and his circle explicitly endorsing far-right movements across Europe.

Although the general thrust of Trump's racial rhetoric is familiar, its meaning for European security are essential to grasp.

For Trump and his Maga acolytes—including billionaire Elon Musk, who has called for the dissolution of the EU—all politics is fundamentally a deal. But, while the previous argument was about burden-sharing, the current assertion is that a decadent Europe is fundamentally unworthy due to its shift toward diversity.

Weakening from Within

In his interview, Trump joins these dots in a form of rhetorical loop. He acknowledges that the Kremlin desires a weak Europe. Trump proclaims Europe is weak, and in exposing the fissures between Washington and European capitals, he objectively helps Putin by actively undermining European cohesion—while simultaneously denying any responsibility.

All of this is playing out at possibly the most consequential juncture for Europe since WWII, with a devastating war in Ukraine and rising provocations across the continent.

While Europe cleaves ever tighter to Kyiv facing continuing warnings of U.S. withdrawal, the danger is that Trump has constructed a justifying narrative for not listening to European leaders.

The European Response

This situation requires a firm response from capitals across Europe. Although certain leaders, including German Chancellor Friedrich Merz, have been forceful in their pushback, others—like British officials—have opted for a policy of attempting to appease the White House.

On Tuesday, a Downing Street spokesperson declined to push back on the president's remarks about Europe or his latest criticism on the mayor of London.

They said, "He has a productive partnership with the American leader and a strong relationship with the London mayor, and is committed to working with both to achieve better outcomes for the people."

The undeniable truth is that the president intends his words and says what he means repeatedly. The time has come to abandon the pretense otherwise.
