UK and France to Deploy Military Personnel to Ukraine in the event that a Peace Agreement is Finalized

The British and French governments have formalized a declaration of intent concerning the deployment of armed personnel in the nation if a peace agreement be concluded with Russia, the Prime Minister of Britain, Starmer, has declared.

After negotiations with Ukraine's allies in Paris, he indicated that the allies would "set up military hubs throughout Ukraine and construct protected structures for military hardware and military equipment" to prevent any potential attack.

The allied nations also put forward that the America would play the primary role in monitoring a truce.

Moscow has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has so far not commented on this new declaration.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russia currently occupies roughly 20% of the country's land.

"This is a vital part of our pledge to stand with Ukraine for the duration," commented the British leader.

National leaders and top officials from the "Coalition of the Willing" participated in the Paris negotiations.

Addressing reporters at a combined announcement, the Prime Minister added: "It paves the way for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the future."

The PM went on to say that London would participate in any American-headed verification of a possible cessation of hostilities.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "long-term defense assurances and strong reconstruction vows are critical to a permanent resolution" in Ukraine – mentioning a major condition made by the Ukrainian government.

The negotiator noted the partner nations had "largely finished" their work on finalizing such guarantees "so that the citizens of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also was involved in the talks.

At the same time, French President Emmanuel Macron stated that Ukraine's allies had made "significant progress" at the talks.

He added that "comprehensive" security guarantees for Ukraine had been settled upon in the event of a prospective truce.

Ukraine's leader Volodymyr Zelensky said that a "significant advance" had been made in the negotiations, but cautioned that he would only deem efforts to be "adequate" if they led to the end of the fighting.

Recently, Zelensky suggested a peace agreement was "largely prepared". Finalizing the remaining 10% would "decide the future of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of key disagreements for diplomats.
  • Moscow has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any concession over how to end the war.
  • Kyiv has thus far excluded surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia does the same.

Russia currently occupies approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The two regions form the industrial region of Donbas.

The earlier US-led 28-point framework that was circulated to the media last year was viewed by Ukraine and its EU supporters as being strongly biased in Russia's direction.

This sparked weeks of high-level diplomacy – with all sides trying to adjust the document.

Last month, Kyiv presented the US an updated 20-point plan – as well as separate documents detailing potential security guarantees and arrangements for Ukraine's rebuilding, the President said.
